Distance Learning (DL) Compliance ensures that the University of Kentucky (UK) meets state, federal, and international requirements related to out-of-state educational activities for all academic programs, regardless of modality. This includes overseeing regulatory requirements related to state authorization, professional state licensure, global compliance, and other distance learning topics. In partnership with colleges, programs, and campus partners, Distance Learning Compliance supports regulatory research, maintains required disclosures and information, manages related data, and facilitates processes that allow UK to deliver distance education responsibly and in alignment with applicable laws and standards.
State Authorization
State authorization ensures that UK meets the requirements of each state or territory before offering distance education, clinical placements, internships, or other educational activities in those locations. Requirements vary by state and are required under Federal Regulation 34 CFR 600.9(c) for institutions delivering postsecondary distance education.
Professional State Licensure
UK’s professional state licensure programs must adhere to a variety of regulatory requirements at the state and federal level. Requirements vary by discipline and location and include adherence to regulations such as licensure board rules, licensure disclosures, enrollment restrictions, and more.
Global Compliance
Global compliance ensures that UK’s online education, offered to students residing outside the United States, aligns with country-specific regulations, export controls, and U.S. sanctions. These reviews apply only to online instructional activities and help determine where UK can responsibly and legally enroll international distance learners.
Regular and Substantive Interaction (RSI)
Regular and Substantive Interaction (RSI) is a federal requirement that ensures distance learning courses include meaningful, ongoing engagement between instructors and students. To support compliance and maintain high-quality distance learning, UK requires adherence to institutional and federal policies that outline expectations for instructor-initiated interaction and consistent academic engagement.
